Travelling we come in touch with different realities. In order to avoid trouble, it is best to have a general idea of the rules governing pet ownership. First of all it is worth mentioning that on 13th December 2007, the new Treaty of the European Union was signed in Lisbon by the Heads of State and Government representatives. The treaty was transposed by Italian Law N. 130 of 2nd August 2008, including also the text of the Memorandum attached to the 1997 Amsterdam Treaty on animal protection and welfare. The text of the Memorandum, which has become fully part of the new Treaty of the European Union, contains some principles which the Member States are required to comply with in developing their rules on animal protection and welfare. In particular, Article 13 acknowledges animals as "sentient beings", making it an historical turning point in the recognition of animals' juridical status. The rule requires the European Union and Member States to devote full attention to animals' needs. This important target is part of the overall strategy of the European Commission, implemented through the five-year Community Action Plan, aiming at promoting a culture of animal welfare and avoiding inflicting unnecessary pain to animals.
